According to the announcement, on June 8, 2012, Chongqing Changshou Chemical Co., Ltd. and Shanxi Synthetic Rubber Group Co., Ltd. filed an application on behalf of China's neoprene industry to the Ministry of Commerce, claiming that Japan Electrochemical Industry Co., Ltd. exports chloroprene rubber to China. The dumping margin has increased to exceed the anti-dumping tax rate currently applied by the company, and the anti-dumping measures applicable to the company are requested to undergo a mid-term review of the dumping and dumping margins.
The Ministry of Commerce examined the qualifications of the applicant, the relevant circumstances of the application for investigation of the product, the export price and normal value of the application for the investigation of the country in accordance with relevant regulations. Decided that the anti-dumping measures applicable to imported neoprene rubber produced by Nippon Denshi Kagaku Kogyo Co., Ltd. would be subject to an interim review of the dumping and dumping margins starting from the same day. The dumping investigation period for this review was from April 1, 2011 to March 31, 2012.

On August 25, 2010, the Ministry of Commerce adjusted the anti-dumping duty rate on imported chloroprene rubber originating in Japan. On May 9, 2011, the Ministry of Commerce imposed anti-dumping measures on imported chloroprene rubber originating in Japan, the United States, and the European Union, with an implementation period of five years.
