The reason is that the development speed of the new energy industry is higher than previously estimated. The relevant departments have to develop the new energy installed capacity in 2020 as proposed in the original draft plan. Earlier, some media reported that the plan had been reported to the State Council as early as the beginning of 2009 and is expected to be promulgated soon. However, authorities have revealed that after the Copenhagen conference, the state has a new understanding of the strategic position of the new energy industry. According to the original draft of the plan, the total installed capacity of wind power, solar photovoltaic and nuclear power operation in China will reach 150 million kilowatts, 20 million kilowatts and 80 million kilowatts respectively. Compared with the medium and long-term development plan for renewable energy and the medium- and long-term development plan for nuclear power issued in 2007, the development goals of the new energy industry are 5 times, 11 times and 2 times respectively.
Some people in the industry suggest that the target value of wind power and solar photovoltaic power generation can still be raised. The installed capacity of wind power should be increased to 200 million kilowatts. In addition, the demand for the solar photovoltaic industry is very large, with the ability to build on a large scale, the target can be set to 30 million kilowatts.
However, relevant persons of the Renewable Energy Society hold different opinions and believe that although China has already possessed the large-scale construction capability of new energy power generation, due to the high price of new energy power generation, it must be subsidized by the government if the target of new energy installed capacity is set too high. The government's financial subsidies will not keep up, and there is no way to support the development of the new energy industry.
