According to industry insiders, there are 17 kinds of rare earth elements, and their traits and uses vary greatly. After half a century of development, China has been able to produce more than 400 kinds of rare earth products with more than 1000 specifications. However, at present, the tax number of rare earth exports is only fifty or sixty. Some products are out of line with the export tax number, the catalogue management is not fine, and the detection capability is insufficient, which has aggravated the regulatory problems.

In fact, for the rare earth black industrial chain, the Chinese government has been taking remediation actions in recent years. In 2011 and 2012, the Ministry of Industry and Information Technology, together with relevant departments, carried out two special rectification actions for the rare earth industry order. In order to standardize the production and sales order of rare earths, from August 15 to November 15, the Ministry of Industry and Information Technology and other eight departments jointly implemented a new round of special campaigns against illegal production and sales of rare earths.

"In the past two years, more than 600 illegal exploration and mining of rare earths have been investigated, 14 illegal mining sites have been destroyed, and about 90 mines and rare earth separation smelters have been ordered to suspend production and rectification," said an official from the Ministry of Industry and Information Technology. .

These special rectification activities have indeed achieved great results, but some industry insiders said that the effectiveness is not long enough. The distribution of rare earths in China is very wide, and often the special activities have passed, and the criminals have become active again. Some rare earth illegal mining, smelting and separation plants have also revived after the "wind".

Ma Rongzhen and other experts believe that China's current illegal rare earth production enterprises are difficult to identify, laws and regulations are imperfect, law enforcement is difficult, and there is no unified and efficient law enforcement system between the central and local governments, departments and regions, which restricts rectification and crackdown. At the same time, the lure of profiteering has also increased the difficulty of cracking the rare earth black industry chain. At present, the resource tax per ton of rare earth mines produced in the northern mining areas ranges from 0.5 million to 14,000 yuan. The resource tax per ton of rare earth mines in the southern mining areas ranges from 0.6 million to 36,000 yuan. The resource tax plus other taxes have been Accounting for more than 50% of the price of each ton of mine, private mining and piracy does not need to pay any taxes and fees, and the profit margin is large.

“A large number of 'black rare earths' have had a great impact on law-abiding enterprises.” Cui Yuanfa, president of the Jiangxi Rare Earth Industry Association, said that the current rare earth mines in Jiangxi, such as Jiangxi, are 160,000 to 170,000 yuan per ton. The processing cost per ton is 40,000 to 50,000 yuan, and the environmental protection cost per ton is 15,000 to 20,000 yuan. The calculation of mining rights, resource taxes and other expenses has been significantly higher than the current 170,000 to 180,000 yuan per ton. The comprehensive selling price of mineral products has made it unsustainable for law-abiding enterprises to operate.
