"Listening to this news, I am still happy than the grand prize!" Faced with reporters, Wu Guoyong, president of the Hubei Suizhou Stone Chamber of Commerce, said.

Wu Guoyong said that the Ministry of Ecology and Environment held a symposium on the reform of the national ecological environment system in 2018 in Beijing. At the meeting, Minister Li Ganjie made it clear: "The problem of environmental protection 'one size fits all' in some places has damaged the party and the country's image and the legitimate rights and interests of enterprises, caused inconvenience to the people's production and life, and also violated the initial work of ecological environmental protection. And the mission has caused interference to the ecological environmental protection work. It must be clear-cut, resolutely opposed, and strictly prohibited."

This year, the Central Ecological Environmental Protection Inspectorate received a complaint signed “Suizhou 162 Stone Representatives”, reflecting the “one size fits all” problem in the stone industry.

The person in charge of a stone enterprise in Hubei told the "Legal Daily" reporter that since November 2016, the relevant departments of Suizhou City have issued documents and taken measures such as power cuts and water cuts on the grounds of environmental pollution, requiring all stone enterprises to suspend production and rectification. "It has been nearly two years since the stone mining enterprises have not resumed work. What is even more ridiculous is that in order to avoid the "one size fits all" ban on the upper level environmental protection, the government has allowed some stone processing enterprises to return to work first. The processing enterprises have no raw materials and can only steal. The thief, the legitimate business owner is forced into a thief."

Stone is the pillar industry of the county

In June 2000, the State Council approved the establishment of a prefecture-level city in Suizhou, becoming the youngest prefecture-level city in Hubei, under the jurisdiction of one city, one district and one county: Guangshui City, Zengdu District, and Sui County.

The county is located in the northern part of Hubei Province. Since it was established in 2009, it is called "the youngest county in New China."

The county is located in the Nanyan area of the Tongbai Mountains, and the stone resources are unique. The granite is mainly used for veneering, with large reserves, excellent quality and easy development. The products such as “Golden Ma” and “White Ma” are well-known throughout the country.

“Relying on the mountain to eat the mountain, relying on the water to eat water.” At the beginning of the county, it took over most of the rural areas in the former Zengdu District of Suizhou City, and the industrial industry was almost zero. After repeated research by the county leaders, it was decided to turn the advantages of stone resources into economic advantages.

After the introduction of the preferential investment policy, some Fujian businessmen came to invest and set up factories.

Just two months after the county was established, the Yanshang Stone Industrial Park was established in Wushan Town.

The reporter learned that stone enterprises are divided into mining enterprises and stone processing enterprises according to the order of production. The former is responsible for mining raw materials, while the latter is responsible for processing raw materials into finished products for sale. According to public data, there are currently 19 mining enterprises and 162 stone processing enterprises in the county, with an investment scale of nearly 10 billion, with an annual production capacity of 2 million cubic meters of blocks and 60 million square meters of plates.

The insiders told the "Legal Daily" reporter that although the Suizhou stone industry started late, but the starting point is high, all the stone enterprises have introduced the most advanced equipment in the industry. The whole process of sawing, grinding, cutting and throwing of stone processing is highly automated. Digital, intelligent equipment and processes are widely used. In 2016, the county's stone industry realized a total industrial output value of 18.016 billion yuan and a tax of 225 million yuan, accounting for 39.5% and 31.9% of the total county, respectively. The county stone industry directly absorbed more than 15,000 employed people, and the related industries such as animal flow transportation, catering and accommodation, and mechanical repairs developed rapidly, driving more than 25,000 people to work.

More than 90% of the stone enterprises in the county are in the Wushan and Wanhe towns. It is a revolutionary old district and a provincial-level flower-picked poverty-stricken town. According to official statistics, stone enterprises have absorbed nearly 10,000 local villagers to work, and nearly 2,000 cars engaged in stone transportation in the two towns. The local people have obtained a total of more than 2 billion yuan in property income due to the levy of land and land acquisition by stone enterprises. Together with the annual income of nearly 1 billion yuan, the annual operating income is nearly 1 billion yuan, and the annual income is more than 3 billion yuan.

Less than three years after the establishment of the county, it has developed into an advanced county in the province's county economic development. In the “Building Villages, Villages and Enterprises, and the Poverty Alleviation” organized by the county government, the stone enterprises have donated more than 80 million yuan to support local roads, Qiangtang, bridges, street lamps, safe drinking water and other people's livelihood. Construction. In addition, the Stone Chamber of Commerce generously donated money to help the public welfare undertakings, and donated more than 10 million yuan for free.

Stone enterprises are required to stop production

The rapid development of the stone industry in the county has also brought about some ecological and environmental problems. Some residents near the quarry continued to complain to the environmental protection department.

In April 2016, the local media reported the "Environmental Worries Brought by Many Illegal Quarrying Enterprises in the County" in the form of picture and text records. According to reports, due to the demand for granite stone, a large number of illegal mining enterprises have entered the mountains, dozens of hills have been dug up, and discarded scraps are discarded at will. The stream flowing from the mountain stream is no longer spring water, it is all muddy milky white water melt. The mountain vegetation near the quarry is almost completely destroyed. The large area is exposed to the pale mountain, leaving a lot of barrier lakes between the mountains.

The satellite cloud image disclosed by the media is shocking and attracts social attention.

In November 2016, the Hubei Provincial Commission for Discipline Inspection and Supervision held a press conference to inform 9 cases of accountability for environmental issues. Among them, there was “excessive mining in the super-boundary of the stone industry park in the county, and the soil surface and greening of the exposed exposed surface were not timely The ecological damage is serious; the dust is serious. Some enterprises in the park have not gone through the environmental assessment procedures and have not passed the environmental protection inspection. The Wanhe Town dam has not been built yet, the pollution problem is outstanding, and the people complained continuously.

Under severe accountability, Wang Chengmin, the deputy head of the county government, was subject to administrative demerits; the current director of the County Land and Resources Bureau, Wang Zuguo, and the former director Zhu Jun were escorted by the deputy director Jiang Xiaohu, who was subject to administrative demerit, and the director of the Wushan Township Institute Just after the punishment, Feng Hongming, director of the Wanhe Township Land and Resources Institute, was given a warning; the county environmental protection bureau director Gong Huaxin was interviewed by the work; Wanhe Town Mayor Shen Rui and Wushan Town Mayor Wang Xin were respectively notified and criticized.

According to the introduction of the staff of the County Stone Office, the county carried out serious rectification after the accountability, grabbed the time limit and planting the tree season, carried out the mine to cover the green and attack the green, and explored the four-step work method of “cleaning, shaping, covering soil and re-greening”. Promote the three-dimensional ecological restoration of "Joe, Irrigation and Grass", which is called "Suixian Model". The area of re-greening is 8151.9 mu, and the survival rate of seedlings is over 90%. The effect of rectification has been obtained by the State Forestry Administration in Wuhan and Hubei Province. The leadership of the Forestry Department is highly affirmed.

Due to the certain period of vegetation growth, the visual effect of regreening is not obvious in the short term. Therefore, after the Central Third Environmental Protection Inspector Group entered Hubei in November 2016, the environmental pollution problem of stone enterprises once again became the focus of complaints.

Among the 16 issues that the Central Environmental Protection Third Inspector Group reported to the first round of the Suizhou Municipal Government, there were 9 counties in the county, 6 of which were related to the stone industry, mainly due to problems such as inadequate treatment of wastewater, dust control, and super-scale mining.

On December 6, 2016, Suizhou Municipal Environmental Protection Committee (hereinafter referred to as Suizhou Environmental Protection Committee) informed the county that it required a comprehensive rectification of the stone industry. After receiving the notice, the county moved with the wind. During the rectification period, the county invested nearly 200 million yuan to harden Wutang Highway and Heli Highway, investing 270 million yuan in hardened parks and more than 90 kilometers of ore roads, investing more than 70 million yuan to build 62 blocks of pollution control dams, investment 2 More than 50 new slag dumping sites have been built, and Changhong Environmental Protection and other supporting enterprises have been introduced. The use of digestive saw mud and waste rock to produce wood-based panels and steam bricks.

A few months later, some mining enterprises began to sneak back to work, but they were discovered by the inspection team of Suizhou Municipal Committee. On August 29, 2017, the county ring committee issued a notice again requesting the stone industry in Wushan and Wanhe to stop production and rectification. On the next day, the county economic and information bureau sent a notice to the county power supply company, and immediately stopped all the production and living electricity in the Wanhe and Wushan mining areas along the county, and stopped all processing power in the processing area.

On the same day, the Wushan Town People's Government of the county also issued a notice requesting all stone enterprises in the park to resolutely achieve “six uniforms”: mine high voltage will be cut off; mine tracks and equipment will be demolished; mine personnel will be moved to the mountain; mine own power supply All will be removed to the mountain; transportation vehicles are forbidden to go up the mountain; processing parks are not allowed to produce without authorization.

Mine resumes slowly

In November 2017, there was a “Appeal for the Work of Stone Workers in the County” on the Internet, reflecting the difficult life faced by stone enterprises due to the suspension of production for one year. Because the environmental protection storm was slamming at the time, this post did not attract much attention.

After a whole year, the central government held a symposium to support the development of private enterprises. At this time, the Central Ecological Environmental Protection Inspector Group received a complaint signed “Suizhou 162 Stone Representatives”, reflecting the “one size fits all” problem in the stone industry.

The complaint said that the stone production of the county has been suspended for nearly two years, directly affecting the life of four groups of 6 counties, 50,000 families and 160,000 people in Fujian and Hubei provinces. In each company, there are dozens of shareholders and hundreds of shareholders, and most of the investment comes from borrowing, lending, moving, and even sellers. Due to the large investment in equipment in the early stage, coupled with huge environmental protection, mine green investment, and formalities, most companies are currently at a loss. If the stone industry can't continue production, the investment of more than 15 billion yuan in the early stage will be lost, and thousands of people will fall into the dilemma of dilemma.

The county government quickly responded. In the reply to the Central Ecological Environmental Protection Inspectorate, the complaints of “Suizhou 162 Stone Representatives” were not true, and there was no “one size fits all” situation. Previously, the county environmental protection committee had notified 44 enterprises to return to work.

A stone enterprise owner told the "Legal Daily" reporter that the county government is confusing. The 44 companies that resumed work were all stone processing enterprises, and none of them were mining enterprises. "Processing enterprises do not have raw material production, and it is meaningless to return to work. There are daring stone mining bosses who can only take risks and sneak out, and the government is also blinding one eye. According to incomplete statistics, stone enterprises are completely shut down during production. After the calculation of the electricity bill, the tax paid is more than 100 million yuan."

On December 5, 2018, the reporter went to the County Land and Resources Bureau. The office staff of the bureau said that "the leaders are not there." After some twists and turns, the reporter opened a phone call with the deputy director Chen Zunqun. Regarding the closure of the stone industry in Suixian County, Chen Zunqun said: "It has nothing to do with the land department, it is decided by Suizhou Environmental Protection Committee."

Xiao Fuhai, deputy director of the County Environmental Protection Bureau, told reporters that most of the stone companies have passed the EIA, and the environmental protection department has never asked the stone enterprises to shut down. “The EPA often backs up because many people have confused the EPA and the Environmental Protection Committee and made the decision of the Environmental Protection Committee a decision of the Environmental Protection Agency. In fact, the Environmental Management Committee is composed of a number of government departments. The director of the Central Committee is also the main leader of the government."

Xiao Fuhai also said that now that mining companies are going to resume work, there is no problem in environmental protection. Because mining requires temporary occupation of forest land, the period approved by the forestry department is only two years.

“Without reviewing the use of forest land, mining companies cannot resume work?” For the reporter’s question, Huang Jiang, the head of the Forest Resources Management Section of the County Forestry Bureau, gave a positive answer.

The reporter saw in the Sui County Forestry Bureau's "List of Relevant Issues Concerning the Use of Forest Land in the Current Stage of Resumption of Work in the Stone Industry": After nearly two years of rectification, the stone industry rectification achieved phased results. In the process of rectification, The procedures for the temporary use of forest land applied by stone mining enterprises according to the policies at that time have now expired.

For Huangjiang, there is no indication of the use of forest land in the county. Liu Jinwen, the deputy director, corrected his statement. "It is not with the county, there is no indicator of forest land use in the province."

Director Zhang of the Suizhou Stone Chamber of Commerce told reporters that the 19 legal mining companies had been approved by the relevant departments. After two years of production suspension and rectification, not only the formalities for the use of forest land expired, but most of the safety production licenses of the safety supervision department that have been valid for three years have expired or are about to expire. "The original legal mining enterprises have now become illegal enterprises."

Among the 19 mining enterprises in the county, did one of them have the conditions for returning to work? With this problem, the reporter went to the Suizhou Environmental Protection Committee Office on the second floor of the Suizhou Environmental Protection Bureau. The staff member Jin Jinzhou told the reporter that the director of the Central Committee is also served by the mayor Guo Yonghong, and the staff of the Central Committee are not working here. The reporter proposed to copy the notice of the comprehensive rectification of the stone industry by the Suizhou Environmental Protection Committee two years ago, and Wu Jinzhou, the deputy director of the telephone call, refused.

An official from Suizhou, who asked not to be named, told reporters that the resumption of work by stone mining enterprises has been delayed for a long time, which is related to the frequent replacement of major leaders in Suizhou City. In April 2017, Chen Anli was appointed secretary of the Suizhou Municipal Committee. After 9 months, Chen Anli was promoted. Until November 16, 2018, Suizhou ushered in the new city party secretary Chen Ruifeng.
