Abstract Recently, the Electronic Information Department of China's Ministry of Industry and Information Technology released a draft for public comment titled "Regulations on the Standardization of the Photovoltaic Manufacturing Industry." Bai Hongqiang, secretary-general of the China Silicon Industry Green Development Strategy Alliance, highlighted that the proposed "Conditions" introduce strict benchmarks for project scale and photovoltaic conversion efficiency. These standards are expected to raise the bar significantly within the industry, especially for crystalline silicon projects, which now face higher performance requirements. Additionally, the draft includes new provisions for thin-film battery technologies, signaling a shift in focus toward more advanced and sustainable solar solutions.
In addition to setting high thresholds for production scale and efficiency, the regulations also emphasize the importance of research and development. Companies are required to invest at least 3% of their annual sales revenue or no less than 10 million yuan into R&D and process improvements. This move aims to push the industry toward technological innovation rather than relying solely on low-cost expansion.
Bai Hongqiang noted that the new conditions reflect a policy shift from direct financial support to the establishment of technical standards. By raising entry barriers and promoting industrial restructuring, the government seeks to enhance the overall competitiveness of the domestic photovoltaic sector. The regulations also impose stricter controls on new projects that merely aim to increase production capacity, requiring a minimum capital ratio of 20% for new or renovated PV manufacturing facilities.
The conditions specify clear targets for both existing and new projects. For example, polysilicon projects must have an annual output of over 3,000 tons, while thin-film module production must reach at least 50 megawatts per year. Existing companies must meet minimum efficiency thresholds: 16% for polycrystalline silicon cells and 17% for monocrystalline silicon cells. Thin-film technologies like silicon-based, CIGS, CdTe, and others must achieve at least 8%, 10%, 11%, and 10% efficiency respectively. New projects are required to exceed these levels, with crystalline silicon modules reaching 16.5% and 17.5% for polycrystalline and monocrystalline types, and thin-film components achieving 12%, 12%, 13%, and 12% respectively.
Moreover, the draft includes detailed guidelines on resource utilization and energy consumption, reinforcing the industry’s commitment to sustainability. Bai Hongqiang emphasized that the high standards set by the "Conditions" are intended to push companies toward restructuring or technological upgrades, ultimately strengthening the global competitiveness of China’s photovoltaic industry.
He also pointed out that under the pressure of EU anti-dumping and anti-subsidy measures, Chinese PV firms are increasingly aware of the need to diversify their markets and strengthen their position along the supply chain. With most overcapacity concentrated in crystalline silicon products, only a few companies are active in thin-film technology. The new regulations are expected to encourage innovation in raw material production and help the industry find new growth opportunities.
