The information consumption has a good development foundation and great development potential. At the same time, China's information consumption needs to be improved in terms of infrastructure support capacity, weak product and service innovation capability, high market access threshold, imperfect supporting policies, serious industry barriers, and unsuitable institutional mechanisms. . Accelerating the promotion of information consumption, effectively stimulating demand, stimulating new economic growth points, and promoting consumption upgrading, industrial transformation and improvement of people's livelihood are important measures that are both beneficial to the current and long-term, stable growth and structural adjustment. In order to accelerate the continuous growth of information consumption, the following comments are made:

First, the overall requirements

(1) Guiding ideology. (2) Basic principles.

Second, accelerate the evolution of information infrastructure

(12) Broaden the space for e-commerce development.
