At the end of October this year, two major nuclear power projects were approved and officially launched, signaling a new phase in China's nuclear energy development. This marks the official restart of nuclear power projects after a period of pause, with several key initiatives now moving forward. With strong policy support, multiple projects have begun to gain momentum in the final months of the year. Analysts believe that during the "12th Five-Year Plan" period, the expansion of nuclear power will significantly boost the national economy and energy sector.
On December 27, CNOOC's Tianwan Nuclear Power Plant Phase II poured its first concrete, officially kicking off construction. The second phase continues to use the VVER-1000/428 reactors designed by Russia, but with advanced design improvements based on the lessons learned from the first phase. These enhancements focus on improving safety, technological performance, and economic efficiency, ensuring the project meets modern standards. The second phase consists of two units, No. 3 and No. 4, each capable of generating 1.1 million kilowatts of electricity, with a total construction period of 62 months.
The start of the second phase at Tianwan represents a significant step forward, showing that nuclear power is not just being discussed at the policy level but is now actively moving into the construction stage. In addition, since December, two other major nuclear projects have also accelerated their progress. One is the Fangchenggang Nuclear Power Project, which is the first nuclear power plant in western China, and the other is the Huaneng Shidao Bay High-Temperature Gas-Cooled Reactor Demonstration Project in Shandong. Both projects highlight the growing momentum and strategic importance of nuclear energy in China’s long-term energy plan.
